In accordance with the specifications of TS 119 612, clause 5.3.7, the “scheme information” shall include at least:
(a) Introductory information regarding the scope and context of the list of qualified trust service providers and qualified trust services, the underlying supervision scheme and the scheme for registration of schemes. The following text is used:
This list constitutes the list of qualified trust service providers and qualified trust services of the Republic of North Macedonia and includes information relating to qualified trust service providers supervised by the Ministry of Digital Transformation, together with information on the qualified trust services they provide, in accordance with the relevant provisions laid down in the Law on Electronic Documents, Electronic Identification and Trust Services (“Official Gazette of the Republic of North Macedonia” No. 101/19, 275/19; 3/25; 135/25).
The list of qualified trust service providers and qualified trust services is a fundamental element for building trust among electronic market operators, enabling users to determine the qualified status and the status history of qualified trust service providers and their services.
The list contains at least the information specified in Articles 2 and 5 of the Rulebook on the form and manner of publication of the list of qualified trust service providers and the list of qualified trust services (“Official Gazette of the Republic of North Macedonia” No. 47/20).
The list may include trust service providers that are not qualified, as well as information on the non-qualified trust services they provide. Such services shall be clearly indicated as not qualified in accordance with national legislation.
The list may also include information on other types of trust services defined by the Law on Electronic Documents, Electronic Identification and Trust Services (“Official Gazette of the Republic of North Macedonia” No. 101/19, 275/19; 3/25; 135/25), which shall be clearly indicated as not qualified.
(b) Specific information on the underlying supervision scheme and the scheme for registration of schemes, in particular:
(1) Information on the supervisory system applicable to qualified and non-qualified trust service providers, as well as to qualified and non-qualified trust services, as defined by the Law on Electronic Documents, Electronic Identification and Trust Services (“Official Gazette of the Republic of North Macedonia” No. 101/19, 275/19; 3/25; 135/25).
This specific information for each underlying scheme referred to above shall include at least:
(1) A general description;
(2) Information on the supervision monitoring process and registration procedures;
(3) Information on the criteria on the basis of which supervision of trust service providers is carried out;
(4) Information on the criteria and rules used for selecting supervisors or auditors and defining the manner in which they perform conformity assessment of trust service providers and the trust services they provide;
(5) Where applicable, other contact and general information related to the implementation of the scheme.
